Prepare the crop, dimensions and print layout of an identity photo in one place. Toolinet’s free passport photo maker provides a live editor, common size presets and downloadable print sheets. Position your photo, review the final preview and choose the output your application asks for. It is a crop and size tool, not an official approval or biometric-check service.
What the passport photo maker includes
Upload a JPG, PNG or WebP image up to 30 MB and 40 megapixels. The editor provides zoom, repositioning, left and right rotation, straightening, fit and center, undo and redo. An alignment guide can help with framing, but it is visual only and does not appear in downloads.
Size presets include 35 × 45 mm, 2 × 2 inches, 50 × 70 mm, 33 × 48 mm and 30 × 40 mm. You can also enter custom pixel dimensions. Choose 300 or 600 DPI for the size conversion and save an individual JPG or PNG, or create a JPG print sheet.
How to make a passport-size photo
- Read the destination’s requirements first. Confirm whether you need a printed photo, a digital upload or a photo code from an approved provider.
- Choose a suitable original. Use a clear, recent image with appropriate lighting, background, expression and framing.
- Select the required size. Pick a preset or enter the exact pixel dimensions provided by the application.
- Adjust the crop. Move the photo, zoom and straighten it. Check that the entire required head area remains inside the frame.
- Review the final preview. The alignment guide does not verify official head-size or eye-position rules.
- Download the photo. Choose JPG or PNG, inspect the saved file and check the application’s file-size limit.
- Prepare a print sheet if needed. Select paper size, margins, spacing and copies, then print at actual size.
Millimeters, inches, pixels and DPI
Millimeters and inches describe a physical print size. Pixels describe the digital image dimensions. DPI relates the two for a chosen print scale: pixels equal millimeters ÷ 25.4 × DPI, rounded to whole pixels.
| Physical size | At 300 DPI | What it means |
|---|---|---|
| 35 × 45 mm | About 413 × 531 pixels | A portrait-size conversion, with whole-pixel rounding |
| 2 × 2 inches | 600 × 600 pixels | A square print-size conversion |
| 4 × 6 inch sheet | 1200 × 1800 pixels | A print canvas, not a single passport photo |
These conversions do not establish a country’s digital-upload rules. A digital service may require different dimensions, file size or a provider-generated code. Enter the actual application requirements rather than assuming that a printed-photo preset is sufficient.
Official requirements come before presets
The U.S. Department of State’s passport photo guidance specifies a 2 × 2 inch printed photo. GOV.UK’s printed-photo guidance specifies 35 × 45 mm. Both also contain requirements beyond the outer size.
Check the current official instructions for the application you are making. Appearance, image age, background, head position, expression and photo quality can all affect acceptance. A preset with the right measurements is only one part of the process.
Print several photos on one sheet
Choose a 4 × 6 inch, 5 × 7 inch or A4 sheet. Set page margin, photo spacing and the number of copies. A copies value of zero fills the available layout; the number that fits depends on photo size and spacing. Spacing can add cut marks.
Print at actual size or 100%, with fit-to-page scaling switched off. Zero-margin layouts require a printer and paper setup that support borderless printing. Measure a printed sample before using the sheet for an application.
JPG quality and target file size
JPG offers a quality control and an optional target size in KB. Lower quality can help reduce bytes, but too much compression can damage facial detail. A target is not a guarantee for every source, and a smaller file is not useful if the application rejects its quality.
PNG preserves lossless image data but can be larger. If the receiving service explicitly requires JPG, use JPG. Avoid repeated edits and recompression of the same download; return to your original image when changing the crop.
What the tool does not verify
Toolinet does not perform a biometric check, issue an official photo code, validate every country’s rules or guarantee acceptance. It does not include background removal in this passport editor. Do not retouch facial features or replace a background unless the authority explicitly permits that edit.
For ordinary non-document images, use the Image Cropper, Image Resizer or Image Compressor. Document preparation requires an additional check against the authority’s rules.
Tested output and privacy
During Toolinet site testing on 25 October 2026, a sample exported as a 413 × 531 JPG and a 1200 × 1800 JPG print sheet. Those checks confirm output dimensions, not suitability of the sample as an identity photo.
The selected photo stays on your device for processing, and the editor adds no watermark. Normal page requests still reach the website host. Read the privacy information, keep your original image and inspect each download before printing or submitting.
Frequently asked questions
Does this tool guarantee that my passport photo will be accepted?
No. It helps with crop, dimensions and print layout. The issuing authority decides acceptance and may require specific lighting, background, image age, head position and other details.
Is a 35 × 45 mm photo always 413 × 531 pixels?
At 300 DPI the conversion is approximately 413 × 531 pixels after rounding. Another DPI produces different pixel dimensions. A digital application may specify its own requirements.
How do I make a 2 × 2 inch photo?
Select the 2 × 2 inch preset and review the crop. At 300 DPI, that physical size converts to 600 × 600 pixels. Check the authority’s additional photo rules before use.
Can I print passport photos on a 4 × 6 sheet?
Yes. Choose the sheet size, margins, spacing and copies, then download the JPG sheet. Print at 100% or actual size, disable fit-to-page and measure a printed sample.
Does the alignment guide check biometric requirements?
No. It is a visual framing aid. It is not included in downloads and does not automatically verify head size, eye position or official biometric requirements.
Can this passport editor remove or replace the background?
No. Background removal is not included in this editor. Check the issuing authority’s editing rules before using any separate background-editing tool on an identity photo.
